It would depend on the weight of the transmitter, and just how tightly you wear the belt. Being neoprene, it is stretchy, but if you can still breathe, you can probably have it tight enough to stay in place!

Does step counter work while being worn in this?

Hi, are you planning to use this to carry a phone - which is counting steps? I would assume it will work since it should stilll register movement. I have not personally tested it and do recall seeing any comments specifically. This product is typically used to hold a wireless microphone transmitter. How small can this adjust to? I'm looking to place this on a thigh.

Both sides of the belt clip has the ability to adjust smaller/larger and I believe you can make this work on the thigh. I have model # PI206034.
