I can't believe Amazon hasn't shut down this seller. I only received the tray even tho it is labeled tray w 12 napkin rings. There were reviews warning about this but I thought if it clearly states tray w napkin rings in the description I could expect an Amazon seller to honor that. I learned my lesson.
