Does this product help with growing hair fast?

It did get rid of my grand-daughters cradle cap and her hair started growing. I wouldn't say it is growing fast but definitely at the rate it should for a 4 yr old. Before, it grew in patches and grew slowly.

Can you mix this in grapeseed oil?

I'm female and new to essential oils and have read that rosemary e o helps with hair loss. My skin is sensitive and would like to know which carrier oil works for sensitive skin, especially on the scalp. Also will need to know how many drops to mix for applying to scalp. Thank you.
