I'm 6'1 would a max 2X still be to small?

This item NOT 2xl. At least it's nowhere close to western 2xl sizes. You're better off searching for one elsewhere.

Can you wear it with hakama?

Not a traditional haori. I personally would not wear this with my hakama and kimono. Size is very small and sleeves are not appropriate for wearing with a kimono. Seems more of a loose interpretation.

How thick is the jacket?

Not jacket weight per se...more like a heavy shirt. Not meant to be warm, more like a cover-up accessory it seems to me.
