Are the fixing holes on the plate countersunk, doesn’t look like it, which means the number plate would not sit flush against the holder.

If you put the sticky pads to the sides of the screws the pads stick out the same as the screws so the plate will be flush

How is the plate attached to the holder

I bolted the holder to the regular holes on the vehicle using countersunk fixings then used 3M VHB double sided tape to adhere the numberplate to the holder. No visible fixings then.

Is this flexible enough to bend with the curve of a front bumper or is it rigid?

I’d say no. Not really any play in them.
