Yes the beans come in it. It's hard to even open the bag to add more.

Q: Is there an inside cover as well so that the beans are not loose if you wash the outside?

The inside cover definitely can hold the beans if you wash the outside cover. I have no washed the outside one yet, I wiped and sprayed disinfectant to the cover.

Q: Does this come with a separate liner that contains a poly styrene beans? And is that liner have a zipper so you can add more beans down the road?
