Would this be able to convert balanced inputs from a BMW to regular inputs for a normal amp and have good sound for all speakers?

No, you're better off getting an amp or processor that takes balanced line in. This is for amplified speaker output to unbalanced RCA.

I have a pioneer 4 chanel 1000w amp. Can i use this to convert just the B channel to low output and keep the A channel high?

You should be able to do that with the output adjustments on your amp. The instructions that came with your amp, or the website for the amp should illustrate where those adjustments are located.

Would this work if i was doing 2000 rms on bass and 500 on highs and mids?

I use this on a 400watt rockforfosgate amp for my highs and mids. I wouldnt recomend it for the sub amp. It seemed to filter out some of the lower end bass that you would want on subs. I still use to this day, it has worked for years.

Will this work connecting an aftermarket radio to an oem Bose car stereo amp?

No, this unit takes high level output from radio to line level input on amp. Most Bose units are high level from radio to amp. PAC makes units for most cars with Bose. Gm, Nissan, and Mazda. Search for PAC Bose and you'll find them.
