Approx 3 inches unloaded,and 4-5 inches when it's stuffed

My top tube is 26.inches will this bag not fit?

Did you measure the top tube from the inside of the triangle from the headtube to the seat tube? 26 inches sounds really long. I have a medium touring frame bag on my large Motobecane Lurch, and honestly the bag is a just a little too big.

Can you provide actual length of the bag so one can really know if it fits or not? Does not help when you say "fits most."
