Yes, they float. Not sure if they’d eventually sink if left in the water for days, but usually during the 30 mins or so when I use it, they float on top of the water.

Do this work on top of my feet where the dirt is???

The stone is only for removing calluses and dead skin, you cannot use it on good skin. It will tear the skin. It is very rough.
