How many cups of water can the water pot hold?

I just used a measuring cup to answer your question. The base of the steamer holds from 2 to 2 1/2 cups of water according to your preference. This measurement reflects having room to put the steamer in it without the water being in the steamer top. I hope this helps. Have a great day!

Will this work with an induction cooktop? (One review says it doesn't.)

Well, here's my answer. My knowledge with induction is somewhat limited (I use a vintage gas stove), but my understanding is that the surface of the bottom of the pot needs to have enough contact with the cooktop, which it would but for a fairly decent engraving of "18/10 stainless". I thought though (and I'm probably wrong but I did look it up on wikipedia and it advised so), that the pot also needs to be somewhat receptive to magnetism which it is not (I tested a magnet on the bottom of the pan). So that reviewer is probably right.
