Will the precut slots fit HeroClix?

Could it fit a layer of paints/paintbrushes for the minis if you took out some foam?

You could. You should be able to customize the bottom layer of foam to fit all that.

Best way to widen this foam? I want it to fit my Primaris army and it looks a bit tight, just looking if there's an easy way to make each slot bigger.

Actually I have been able to fit Primaris marines in without too much trouble. They are a bit snug, but fit well enough. Granted the only ones I have are Reavers and Intercessors. I had widen several slots to fit an icon bearer and several close combat armed Chaos Space Marines. I just cut out the foam between the spaces. I have had to do something similar to the older Games Workshop cases in the past. The best part about this case is the lowest layer can be made to fit just about any large character or elite models. I have Terminators and Obliterators in there.
