Yes, I bought for my 3 year old and was big on her.

Will the wig and gloves fit a small 3 yr olds head & hands? What is the circumference of the wig?

My 2 1/2 year old fits the wig so I think there is more flexibility in age range. The gloves are huge on her. Maybe fits a 4-5 year old.
