not this little fireplace. it's mostly just good for adding a warm corner to a smallish room.

Yes, the heat comes out the bottom.

Can it be used outdoors (undercover) in cold climates? regardless of the heat output, can it withstand a washington, dc winter?

We bought it for outside but for a limited period of time. It blows heat at your feet but does not supply a large area of heat. We bring ours in after each use. Something propane or gas would be better for DC.

Are the doors plastic?

No, they are metal doors with glass panels.
