The product name says capsules, the label picture says it's a powder, which is it?

Why is the jar only filled half way?

The NeoCell - Derma Matrix is sold by weight and not volume. There should be 6.46 ounces in the bottle or 30 scoops. Sometimes the powder will settle in the shipping process and needs to be "fluffed" by shaking the closed bottle.
