There is not a women's size. The watch is a mans size watch.

Description mentions "time zone". Are red and black dots separately-settable hour hands, or are they hour and minute?

I think what they meant is that you can set the time on the watch. The black dot is the hour and the orange dot is for the minute. No seconds are shown, but honestly not necessary.
