Is this a honing or sharpening steel?

A straigtening steel realigns the but to the center making it more ∆. When you use a knife it slightly makes the blade shift this realigns it. It has nothing to do with sharpening when the blade is straight it will feel sharp since you are cutting with a properly straighten blade. That's called straightening. Sharpening a blade involves taking a sliver of steel particles off to "resharpen" the edge from. U to a V A quick way is to use a Honing steel but to truly sharpen your knives properly and correctly you should use a stone to properly sharpen the blade using multiple grit levels

Honing steel or sharpening steel?

Honing steels do not cut / remove metal from blade, like Abe (Jan14 2015) says, they align the knife's cutting edge. However there are some 'sharpening steels', these are shaped like the 'honing steel', but the surface is sharp and quite rough to the touch, these actually makes cuts into the knife edge. I normally hone to align the edge first, then a sharpening steel or stone.
