Yes, there are two power buttons in the back, one is for the hot water. You can turn it off and only faucet temperature water will come out.

Can you connect this to your outdoor faucet

You could but it would require a lot of not included plumbing futtings to get to the point of attaching it

Does this filter out arsenic

Yes, litterature states it does. I run it's water line straight from a reverse osmosis unit, so nothing makes it into the water storage inside the unit.
