Does this work with the stock fans? Or do you need to buy the mishimoto fan shroud?

Yes, i believe the stock fans will mount right up to the radiator. There are 4 holes welded to mount the stock fans or upgrade to the mishimoto fans.

My mechanic says this radiator and fan shrouds are running cooler than they should and wants to put the oem stock parts back in. any suggestions?

I installed this into my type S and temp gauge is the same as stock. Thermostat keeps cooperant temperature constant in the engine block regardless of how cool it is in the radiator, so maybe you should change the thermostat and look for another mechanic.
