Do the wheels swivel both directions( when it's pushed as a wheel chair and as a walker)? Are the wheels made of rubber or plastic?

The two front wheels swivel all the way around. Whether you are using it as a rollator or a transport chair, the same two wheels are in front. Having the rear two wheels statically mounted (no swivel or turn) adds to it's stability when rolling. The wheels have molded plastic hubs and good rubber "tires".

What is the use of information that the seat height can be increased when one doesn't know how high it is to start?

Mr. Williams I will answer your question with some comments. A. My Rollator is a Model 795B B. Its seat height is 21 Inches and not adjustable on this model. C. I understand that on some of the newer models the seat height can be changed with the use of spacers. D. Personally, I consider the seat height relatively inconsequential because I seldom use the Rollator as a "chair". For me it serves as set of "crutches with wheels".

How to repair if needed?

If it is within 30 days try contacting Amazon. If over 30 days do a google search for drive medical and call them. They replaced my fathers walker when it broke 2 months after purchase.

Does it come completely assembled?

It's a cinch! For the most part it is already assembled except for the brake handles and back rest which needed to be clicked in.
