can the starter be 12v and the house battery be 24v?

Yes. The Orion I am using is a 12/24 step up transformer. My alternator is 12v fused at 30a running 2- #8 THHN wires back to my transformer 12v input, and 24v output charges my house batteries while I am driving

Victron products are solid and communicate well with other victron products. I needed this for my sprinter van build and it has good quality craftsmanship and victron has good customer service. The apps communicate well and good instructions on how to install and use. Solid product. It does warm up a little bit and charges well.
