Would this product be suitable for cleaning hammerite paint from brushes?

I have not tried it on hammerite paint but it works on similar paints.

Is this good enough for use with artists oil paints

Yes it is good enough because i used it on door oil paint and it worked.

Is this good for start up body shop for paint removal on car body?

It's for thinning paint down before spraying. It can be used for paint removal, but not recommended for removing paint before spraying as would leave an unbalanced surface, prone to cracking and blistering.

Will this product desolve silicone?

It will attack it, but I would suggest Upol 2002 slow degreaser which is used in the car repaint industry to remove silicone from panels before painting
