Can i apply this to my tattoo, it is clean but i got it 3 days ago

Id advise not too, your tattoo has already began to scape over, and it could do more damage than good at this point, I'd recommend putting this in as soon as you get the tattoo, personally within the same 10hrs or less

Do I put ointment on my tattoo before the bandage?

I have had tattoo artists do it both ways: with ointment or without. And I myself have done it both ways. If it has stopped oozing plasma then I would suggest a light layer of ointment to keep it moist and help with the healing process. This will also help you take the bandage off as it will help stop the bandage from sticking to the tattoo and hurting as you pull it off.

Can this be over layed for sleeve tattoo work

Absolutely. It's amazing for any kind of tattoo work. Just make sure to follow your artists instructions.

Can this be used with a pad to seal in a medication?

YES! I highly recommend. I used these over my Fentanyl patch, worked well. Without film the patch would loosen and my skin would rash. BTW; I quit all pain meds.
