What size would be best for a U.K. size 16?

XL. They are large and forgiving joggers, so going the smaller of the two compatible sizes makes sense. They will stretch a lot and are baggy too.

Do they have draw strings to tighten waist band?

These joggers have elastic waist, not drawstring. Although the size of the pants was correct, leg length was good, the elastic at waist and ankles was far too tight. I said this in my review. I didn't like the material either. I cut the elastic to loosen the waist and ankles.

I’m confused are these tracksuit pants one size? i’m a 38 european pant size and 1.72 metres high. which size would fit me m or l?

Hi, there is very little difference between M and L. just a few centimetres if that. The waist is elasticated for comfort and as joggers the whole design is for comfortable wearing. I can only suggest that you decide baste upon your desire for extra give or a slightly snugger fit. You should be able to return any errors made for a different size as I do this rather a lot!
