How do you adjust these to fit 26mm handlebars?

I just got my in Aug-2022 and the shims were included in the box. With the shims, it fit my 26mm bars perfectly.

Are these Adjustable?

You can adjust the width between the bars and the bar angle (up and down) as well as the rotation of the arm pads (outward to inward). Overall these are pretty easy to customize to your comfort. I started with them at a wider separation and later brought them in tighter (more aero, less comfortable).

Does “clip-on” mean that the aero bars can be easily removed and reinstalled while the mounting bracket remains attached to the handle bar?

No. The bars are connected to the mounting bracket, so you will have to remove the mounting bracket from the handle bar in order to remove the aerobars.

My handle bar is a "wing bar" (flat not round) would these Aerobars fit on it?

With great difficulty. Mine are somewhat aerodynamic and they barely fit
