Is this flexible like rubber or rigid like plastic?

These buckets a flexible but not flimsy. THey are made of a rubber similar to tires. They have a nice, flat, scrubable service. They are not textured.

I'd like to use one to plant vegetables in. Are there chemicals in the rubber the can leach into the soil?

I wouldn't worry about the chemicals leaching. These pails would be a great planter

Do these buckets have lead in them?

No lead. It is the best bucket. We used it on our boat and it was far superior to any other bucket.
