This plant will spread if under proper lighting and water conditions. If not, it will remain the same.

can you cut the tall grass and replant them? is the fertilizer compatable with the fish will it hurt them

You can trim the grass, but you can't plant the trimmings. You can cut the runners that have roots and plant them separately if you would like. Which is also recommended especially if you're looking for it to carpet because they create new runners.

Will snails eat this plant? I had guppy grass in my tank and the snails ate all of it. What's a plant that they won't eat?

There really aren't certain types of plants that fish/snails will or won't eat.
