just reflector's but that is all you need as long as your tail lights can be seen then your ok

No, the ramp length is not part of the 42". I uses the rack behind my 2019 GMC Pickup Up truck and the rack is just about the same width as my tail gate. It is a sturdy rack. One thing however, to keep the rack steady there is a plate that fits up against your hitch. It has three bolts on the bottom. In essence what happens is this plate secures the tong of the rack to the hitch so it doesn't move up or down and is added security. I take my rack on an off frequently so unbolting and bolting the clamp becomes a PIA, but I live with it. Otherwise it is a pretty well made rack. A little heavy of one person installation, so if you have a helper it goes faster. However I often attach and remove it alone, just simpler with two people.
