One size but is adjustable with a pull cord. It does stretch aswel.

Q: Is it suitable for women

Its is unisex so yes it is, but the question is if you want it for really cold weather or just mild weather, because it's not very warm so it will be fine down to 12 ° celsius but way to thin for anything colder.

Q: Would it fit on the outside a bulky hooded coat please? the hood on my new coat doesn't hold up in the wind so i need something to hold it in place

Probably not, but why would you put it on the outside. I wear it around my neck when playing golf, and if it is really cold, pull it up over my ears and to my eyes. I love it as a piece of winter clothing that is adaptable, practical and effective.
