They are toasted all the way through and charred on the out side. So they were cooked some how. If it was in a kiln or not it doesn't say. Works good though. I prefer oak chips toasted and charred 50/50 mix. Best of luck.

Are they made from new oak lumber or used oak barrels?

They are made from new stock oak...they are fresh and impart the oak qualities that most seek in distilled, aged liquor. (Used oak, such as used casks, have imparted most of the flavor into previous items and would much slower...but it's the oak spiral that gets the flavor into your product.) Great items, it only works once per bottle and I toss mine after using, as it doesn't seem to work on subsequent bottles.)
