will this fit the boosted board mini s ??

They're standard 22 OD x 8 ID x 7Wide mm skateboard bearings so if that board takes standard size bearings they would fit. That's probably the case, but you could contact Boosted to make sure... They're great bearings.

Abec-11 is a brand name, not a standard. what is the actual abec raiting?

Most ceramic bearings dont get rated on the abec scale, however, they are usually around abec 9 metal bearings or better in my experience.

Don't know about this abec11 rating for these ( or does it really matter?). ..however I know ceramic has a lot less friction than steel. I have a few sets of these - for my longboard and eboard and I'm totally happy with them. Clean and maintain them and they will last me along time. To me they feel like they roll a bit better than the other precision bearings I've used. If you can afford these , great!... I'm sure there are comparable bearings for less.

Lube after cleaning: 5w-20 synthetic oil? finish line synthetic w/ teflon? nothing? what and why???

Ceramic ball bearings are inherently low friction and don't require lubricant. If you decide to, use lithium grease with mineral oil.
