Can it count increasing and decreasing? Wanting to count rotations of a cylinder in both directions, feeding line out and retracting back to 0.

It only counts the magnetic pole on/off, regardless of direction. So I'm a nutshell, no...it only counts up.

Can a wire in a momentary switch for the counter instead of the hall sensor?

That's what I did. Attached it to my press and it counts finished rounds as they come off the press. Then with the touch of another switch I can reset it to zero or touch the other switch and decrease the count by one if I need.

Can this work as a handheld counter?

yes with power supply or battery pack and a normaly open push button to reset.
