Will this be good for a 29-gallon fish community tank?

Most likely. Does seem as Though the more bubbles the happier the fish.. But you don't want so many bubbles that you can't even see the fish..

Air stones only bubble from top, why?

Your going to see the bubbles rise from the position you have laid or positioned the airlines. Bubbles are capable of being released where ever they aren't blocked.

I have a fluval 5gallon spec that has the water filter. Do I also need a air stone? We have issues with algae etc

We have a Betta in our tank and they don’t do well with a lot of water movement, though the filter does move the water some. Also have algae issues so we keep a snail to help and also a magnet cleaner to move around as needed. Replace the filter every two weeks will help, too, between cleanings.
