I would like to gift to my gf who lives in uk. if i set my gf's address on amazon app, is it possible to deliver?

The problem started when the product came out for sale, places like ULTA allowed people to buy as many pallets as they wanted to buy. Now that they are all sold out, people selling them are taking advantage of those who didn't get any. I saw one for sale on EBay asking $500. Another seller had 11 pallets for sale, all purchase from ULTA. If it's a limited edition it should be a limited purchase 1 per person. Allowing others the chance to get one. I will not pay more than $49.00 for Too Faced pallet, it's not worth it.
