Does kato and Bachmann track interchange with each other?

No the brands are different and not interchange.

I would like install my track permanent on a board, how do I do that ?

There are several different ways of attaching track to the layout. Bachmann ez track has a hole on each end of each piece of track that allows you to use track nails to secure the track. If your using cork roadbed just use a thin bead of foam board construction glue. That plus the nails will work great. Remember to measure, test fit each piece for your permanent installation. Make sure that all electrical connections work for uninterrupted operation.
