Can this unit exchange air - one fan blowing into basement, and other fan blowing out (opposite direction)? Thanks!

No, it is not designed to have one fan blowing one direction and the other fan blowing the other direction.

Will this fan safely vent solvent and paint fumes out of a garage for fire safety with a gas waterheater?

Yes! Majority window fans can help clear dust, odor, and fume, HOWEVER, you will have to reverse the fan from your window; the opposit way. The opposite where everything from in the room is heading out the window through the fan; instead of outside air going inside. Gracias!

How many unit would you need for a 1600 square foot home?

Depends. Attic..1. Crawl space...2 (cross flow, intake/exhaust)

Can this unit control only humidity with the temperature control turned off? I'm looking to stay at 70% humidity in an enclosed space

It cannot control anything. It is a fan that will turn on or off based on whatever criteria you give it. If you are asking if you can set it to only turn on when it reaches “xxx” humidity, then yes you can.
