Is this thin enough to use in a spray bottle as a misting toner?

When I bought this, the envelope was torn, and the pump handle had fallen out and disappeared. I decant a little bit of this into a clean TonyMoly Pocket Bunny mister, and it works just fine. This is very liquid, almost like water, and is not thick at all. You can definitely use it as a mist toner.

Is this toner good for the Korean 7 layers method?

Yes, it's perfect for that. It's a watery thin consistency. I do about 3 to 4 layers.
