Might be a little big. Depends on how big her head is and how much hair she has to hold them. They fit my 4 year old perfect. And my 1 year old can keep it on her head but she doesn’t have a lot of hair to keep it gripped

well they do have "teeth" so to keep them in place - reason why i bought them for my 5 year old. but she has very long hair and a lot of it. if your 1 year old doesn't have that much hair, these may be too much for her. otherwise, we loved them! i was pleasantly surprised at how cute they are, pretty well made and they fit better than all of our other headbands, the teeth being the difference. hope that helps!
