Will it loosen a tightened nut/bolt? Can a pipe be used over the handle for more leverage?

There is a switch that allows you to reverse the direction but this should not be used to "break loose" a previously tightened bolt, only to back off something you're working on. As for the pipe question, yes, that is fine as long as you are still able to feel the click. Torque is torque whether you apply 1 pound 250 feet away or 250 pounds one foot away.

Found (6/7/2019) on Tekton website... “We also hand pick partners who are experts in their fields—whether they’re traditionally a part of the tool industry or not. We seek out the best subcontractors and suppliers in the U.S. and across the world, focusing on wherever we can find the best partners to make the best tool. Country of origin is listed on each tool's product page. At this time, less than 10 percent of our tools are made in China, 15 percent in the United States, and about 75 percent in Taiwan. We challenge ourselves and those we work with to increasingly higher standards of rigor, precision, and creativity. And, in the end, we bring you a tool that’s designed and engineered better and more intentionally than anything else out there.”

Is this thing made in China or is it the better product coming out of Taiwan?

I threw the box it came in away so I couldn't tell you the place of manufacture. The instructions are printed in Taiwan so it is probably made there. Having said that, it does seem a well made good quality product and I wouldn't dismiss all products coming out of China as inferior.
