is this 2022 version? or the older one?

I bought my copy in 2017. I'm assuming anything sold today would be the most recent edition unless the most recent edition is not yet in wide distribution.

Is it still fun with two players?

It's great as a two player game. There's not quite the same competition to complete the politics cards quickly with only two players and you have a better chance of a guest card you wanted still being in the queue on your next turn, but that just means your strategy might be a bit different in a two player game versus a four player game. Currently, this is my top pick when I need a two-player game.
