Will this be effective in removing caulk from a sink/countertop?

I guess you could use it for that. It's really just a razor blade on a handle. I've used it for quite a few things but not that. It might work for removing caulk.

They are made in Taiwan, it's under a sticker on the back of the card...hope this helps...

How easy are the blades to change? There are cheaper options, but reviews say you need tools to get the used razors out.

The blades are very easy to change...simply unscrew the knob (may need phillips screwdriver on long scraper when removing or replacing blades), slide the blade out the side of the small scraper, must take retaining piece off larger scraper (use gloves or pliers when handling blades so you don't get cut), put in new blade in and replace the knob. I do recommend using the Titan blades because they seem to be heavy duty. Other brands are thinner and break to easy.

what are the blade sizes?

They are . 020” # 20 razorblades but only have a cutting edge on one side. They are a standard size blade for this type of tool easily obtained in a number of brands
