Will this fit my 2013 fj cruiser ?

Yes. But keep all screw. Re use it. 2 outer screw hard to find nut for them unless manufacturers change to 10 mm nut. But overall it’s fit. For the money

What size nutz does it need?

Not sure the size, but when I bought this a long time ago I went to autozone and they have a nut finder.

Is this molded black plastic or painted black? any images of this on an actual fj cruiser?

Molded black It looks ok I had painted my previous one flat black with Krylon it looked good enough that I didn't paint it. Hope this helps. Fit was good.
