Does the ring swivel out or is it fixed?

It swiveled out a little ways.....a couple inches out from the wall compared to standing.

Can anybody tell me the diameter of the round base where it attaches to the wall? I see the total width of the ring, but not of the base. Thanks.

I am not sure your question, but if your question is about how to attach to wall, then they are two screws and two types of two pieces of plastic anchor,I stored the pictures in computer,however I don't know how to attach to this answer.
