Would this warp if stored outdoors in a hot environment?

The base and the top are laminated, so it would sun-fade and warp in a hot environment.

Has anyone overcome the issue with the rubber clips holding pressure not being strong enough to hold rods ? Anyone with a successful modification ?

I have not had that issue yet. I have 14 rods on it and it seems to be doing great.

I don't own any fly rods, but I don't see why it wouldn't.

Could you use this to store pool cue sticks?

I use it for fishing poles,,but to your question I would say yes.The sticks would sit in a round spot on bottom and the top of the stick would be able to lock in place on the top.
