I am 5'6 and 162 what size should I get?

According to California Costumes size chart, the X-Large (12 -14) seems like it may work depending on measurements: chest 42" waist 33" hips 43" height 68" weight up to 170 lbs

I’m 5’4 and 160 lbs, what size should I get and does this outfit stretch?

i would say it’s true to size, so perhaps a medium would fit fine. The costume has a lot of give and stretch to it.

I'm 250 lbs double D bust with hips will the 2X fit?

If they have a 3x that would be more comfortable.
