Q: Can this be used as an iron-on backing for Roman shades. I do not want to line the shades

No, this should only be used when it will be covered up by a lining. It will eventually peel off if it's not backed with other fabric, especially with exposure to the sun, and I don't think it's thick enough for what you want. (I have taught sewing on the high school level for 14 years.)

Q: I am making a 42" round, reversible tablecloth. Will this be firm enough for that?

In my opinion, it would be perfect for that.

Q: Is decor bond good to use on mug rugs along with a fusible batting?

Not sure because I never made mug rugs with decor bond . But I think it would work because with the decor bond the mug rug would lay flat and hold it’s shape

Q: How does this compare to Soft and Stable?

It's not as thick as Soft and Stable, but it is fusible which is nice when you need it :-)
