Does this machine have an expansion arm?

No, it does not have an expansion arm. We offer other Bira trimmers that do in a variety of sizes.

Does this have a finger guard? Talks about plastic to prevent finger smudge but what about finger guard?

Yes, the paper clamp/smudge guard allows you to hold the paper while cutting without creating finger smudges and also protecting your fingers from crossing into the cutting area as a finger guard.

will this cut card sleeves? I have some board games that have weird size cards and I'm trying to trim fit the sleeves.

Yes it will cut them. If they are a thin material I would cut a piece of card stock to fit inside to stablize it before cutting. Some sleeves are slippery so this should help.

Can this cut paper straws?

Yes, it should cut paper straws.
