Both Amazon and Senda's site describe as ages 13 and up, yet it is a size 4. Why not a 5?

The street ball comes inspired by the futsal balls which are low bounce and smaller in size. The company may make a size 5 in the future, but with the demand and new sports like futsal, the company decided to feature their first street ball in an all-inclusive "futsal" size 4.

Is this in indoor soccer (futsol) ball (low bounce) just made for use on Asphalt or is it a regular outdoor high bounce soccer ball?
