This has a slight fragrance which does not linger on the skin very long. It is a pleasant fragrance.

Does this cleanser foam when you add water and use it on your face?

I use a rechargeable sonic facial cleansing brush and, yes the cleanser foams. However, it is much less than what you get from a bar of soap for example.
