It's a true 3in straight through the whole resonator.

So if 3" id, you can slip it over a 3" od pipe, correct?

I think so. Although in my case I used it on a 2.75 inch piping. Great results by the way.

What is the diameter of the outside of the resonator?

It is 3" on the ends and 5" on the bottle part of the resonator.
