Is the Cricut Joy being phased out?

Not that I know of. I have one and still can get things for it. Ask the Cricut website for sure.

Are these pens permanent markers?

not sure if they are permanent they do fit and work great in the joy

Can you use these markers with .. we are memory keepers?

It really doesn't say if it is safe to use for the type of work you do with memory keepers. When you usually get items for memory keepers it will say that it archive safe. The pens themselves are really great. I use them with my cricut joy machine using and adaptor. I'm sorry I wasn't more help.
